Who You Are

Liverpool City Council is looking for an experienced and driven interim leader to shape and deliver a new Adult Social Care Workforce Development Strategy. The successful candidate will play a pivotal role in addressing current workforce challenges, enhancing capacity and capability across the sector, and supporting the delivery of high-quality, person-centred care across the city.

What the Job Involves

This critical role will provide strategic leadership and programme management for the development and early implementation of a citywide workforce plan covering the council’s in-house services, commissioned providers, and the wider care market. Key responsibilities include:

  • Support the design and development of Liverpool’s Adult Social Care Workforce Development Strategy.
  • Oversee workforce data collection, analysis, and needs assessment.
  • Support the development of a recruitment and retention strategy.
  • Establish a framework for training, development, and qualifications.
  • Support career pathways, leadership programmes, and initiatives.
  • Engage and collaborate with key stakeholders.
  • Produce a clear and deliverable implementation plan.
  • Advise on funding opportunities and sustainable workforce investment models.
  • Provide regular progress updates and strategic advice.
